Under close or general supervision of the Personnel Supervisor I, the Personnel Specialist is responsible for processing a full range of personnel, payroll and benefits administration. The Personnel Specialist interprets and applies departmental policies; bargaining unit contracts; and personnel-related laws and regulations of the State Personnel Board (SPB), California Department of Human Resources (CalHR), California Public Employees Retirement System (CalPERS), and State Controller's Office (SCO) related to personnel appointments, payroll, benefits, and attendance records. The incumbent must possess the ability to: Reason logically and creatively and utilize a variety of analytical techniques to resolve complex issues impacting personnel transactions; develop and evaluate alternatives; analyze data and present ideas and information effectively both orally and in writing; consult with and advise managers or other interested parties on a wide variety of subject-matter areas.
The incumbent must possess the following skills: Outstanding customer service skills, interpersonal and organizational skills, exhibit good writing skills, and conflict management skills.
The incumbent must possess knowledge of the following: Proper usage and application of grammar and spelling; apply office policies and procedures; and working knowledge of commonly used office automation/computer programs.

Preference will be given to persons with State Restriction of Appointments (SROA) or Surplus status. Applicants must attach a copy of their most recently dated letter that specifies their designation as either SROA or surplus candidate as proof.
